  1. GENERAL PROVISIONS

1.1. This Regulation was developed on the basis of Federal Law No. 116-FZ of July 21, 1997 “On Industrial Safety of Hazardous Production Facilities”, Rules for the Organization and Implementation of Production Control over Compliance with Industrial Safety Requirements at a Hazardous Production Facility, approved by the Government of the Russian Federation of March 10, 1999 263.
1.2. This Regulation establishes the procedure for organizing and implementing production control over compliance with the industrial safety requirements of hazardous production facilities at OAO Production Control.
1.3. This Regulation is approved by the General Director of Production Control OJSC and is coordinated with the MTU for the Central Territorial District of Rostechnadzor.
1.4. The category of hazardous production facilities includes facilities that use:
1) flammable substances - gases that, under normal pressure and in mixture with air, become flammable and whose boiling point at normal pressure is 20 ° C;
2) combustible substances - gases that can ignite from the ignition source and burn independently after its removal;
3) equipment operating under a pressure of more than 0.07 MPa or at a water heating temperature of more than 115 ° C;
4) permanently installed lifting mechanisms.
1.5. Industrial safety of hazardous production facilities (hereinafter - industrial safety) is the state of protection of the vital interests of a person and society from accidents at hazardous production facilities and the consequences of these accidents.
1.6. Accident - the destruction of buildings and (or) technical devices used at a hazardous production facility, uncontrolled explosion and (or) release of hazardous substances.
1.7. Incident - failure or damage of technical devices used at hazardous production facilities, deviation from the technological process mode, violation of the provisions of the Federal Law "On Industrial Safety of Hazardous Production Facilities", other federal laws and other regulatory legal acts of the Russian Federation, as well as regulatory technical documents, establishing the rules for conducting work at a hazardous production facility.
1.8. Industrial safety requirements include conditions, costs, restrictions and other mandatory requirements contained in federal laws and other regulatory legal acts, as well as regulatory technical documents, which are adopted in the prescribed manner and compliance with which ensures industrial safety.

Ii. TASKS OF INDUSTRIAL CONTROL

2.1. Production control is carried out through a set of measures aimed at ensuring the safe operation of hazardous production facilities, as well as at preventing accidents at these facilities and ensuring preparedness for the localization of accidents and incidents and the elimination of their consequences.
Responsibility for the organization and implementation of production control are the head of OJSC "Production Control" and the persons who are entrusted with such duties by order.
2.2. The main tasks of production control are:
a) ensuring compliance with industrial safety requirements at hazardous production facilities;
b) analysis of the state of industrial safety, including through the organization of the relevant examinations;
c) development of measures aimed at improving the state of industrial safety and preventing damage to the environment;
d) monitoring compliance with industrial safety requirements established by federal laws and other regulatory legal acts;
e) coordination of work aimed at preventing accidents at hazardous production facilities, and ensuring preparedness for the localization of accidents and the elimination of their consequences;
f) monitoring the timely conduct of the necessary tests and technical surveys of technical devices used at hazardous production facilities, repair and verification of control measuring instruments;
g) monitoring compliance with technological discipline.

Iii. ORGANIZATION OF INDUSTRIAL CONTROL

3.1. Production control at the enterprise is carried out by the technical service in the person of the deputy chief engineer appointed by order of the general director.
3.2. The duties and rights of the person responsible for the implementation of production control are determined by these Regulations and the job description.
3.3. The employee responsible for the implementation of production control, reports to the Deputy General Director - Chief Engineer.

Iv. RESPONSIBILITIES AND RIGHTS OF THE EMPLOYEE RESPONSIBLE FOR THE IMPLEMENTATION OF INDUSTRIAL CONTROL

4.1. The employee responsible for the implementation of production control must:
a) ensure that workers monitor compliance with hazardous industrial facilities with industrial safety requirements;
b) develop a work plan for the implementation of production control in the units;
c) carry out comprehensive and targeted inspections of the state of industrial safety, identify hazards at workplaces;
d) annually develop a plan of measures to ensure industrial safety based on the results of the inspection of the state of industrial safety and certification of workplaces;
e) to organize the development of action plans for the localization of accidents and incidents and the elimination of their consequences;
e) to organize work on the preparation of the examination of industrial safety of hazardous production facilities;
requirements
g) participate in the technical investigation of the causes of accidents, incidents and accidents;
h) analyze the causes of accidents and incidents at hazardous production facilities and store documentation for their records;
i) organize training and certification of workers in the field of industrial safety;
j) to participate in the introduction of new technologies and new equipment;
k) bring to the notice of workers at hazardous production facilities information on changes in industrial safety requirements established by regulatory legal acts, provide employees with the specified documents;
m) make proposals to the head of the organization:
about carrying out activities to ensure industrial safety;
on elimination of violations of industrial safety requirements;
on the suspension of work carried out at a hazardous production facility in violation of industrial safety requirements, creating a threat to the life and health of workers, or work that could lead to an accident or damage to the environment;
on the discharge from work at a hazardous production facility of persons who do not have the appropriate qualifications, who have not undergone timely training and certification for industrial safety;
on bringing to justice those who have violated industrial safety requirements.
m) carry out other activities to ensure the requirements of industrial safety;
4.2. The employee responsible for the implementation of production control has the right to:
a) to provide free access to hazardous production facilities at any time of the day;
requirements
b) to get acquainted with the documents necessary for assessing the state of industrial safety;
c) participate in the development and revision of industrial safety declarations;
d) to participate in the activities of the commission for investigating the causes of accidents, incidents and accidents at hazardous production facilities;
e) make proposals to the head of the organization on encouraging employees who participated in the development and implementation of measures to improve industrial safety.
4.3. The employee responsible for the implementation of production control provides control over:
a) compliance with the conditions of licenses for types of activities in the field of industrial safety;
b) the construction or reconstruction of hazardous production facilities, as well as the repair of technical devices used at hazardous production facilities, repair and calibration of control measuring instruments;
c) availability of certificates of compliance with industrial safety requirements for the applied technical devices;
d) compliance with the instructions of the territorial bodies of Rostechnadzor, as well as the relevant federal executive bodies on industrial safety issues.

V. OBJECTS, SUBJECT TO PRODUCTION CONTROL

Production control in JSC Production Control is exercised over the observance of safety rules in the operation of the following technical devices:
5.1. Use of equipment operating under pressure of more than 0.07 MPa or at a water heating temperature of more than 115 "C:
steam boilers type DK.VR;
vessels;
pipelines IV category.
5.2. Permanently installed lifting mechanisms are used:
cranes; autohydroelevator; passenger lift.
5.3. Combustible substances are used - gases that can ignite spontaneously, as well as ignite from the ignition source and burn on their own after it has been removed.
5.4. Hazardous production facilities operated by JSC Production Control are registered in the state register of hazardous production facilities:
5.4.1. Production site number 1.
Podolsky plot, on the territory of which the boiler house is operated with steam and water-heating boilers operating on gas fuel, a lifting crane in workshop No. 1, vessels operating under a pressure of more than 0.07 MPa, in workshops No. 1, 3.
5.4.2. Production site number 2.
The Shcherbinsky section, on the territory of which the boiler house is operated with steam and hot water boilers operating on gas fuel, stationary mounted lifting mechanisms in workshops No. 2, 5 or vessels operating under a pressure of more than 0.07 MPa, in workshop No. 2.

Vi. POSITION OF FUNCTIONS TO ENSURE COMPLIANCE WITH INDUSTRIAL SAFETY REQUIREMENTS ON MANAGERS AND SPECIALISTS JSC "Production Control"

6.1. The general director is obliged to:
6.1.1. Ensure the safe operation of hazardous production facilities.
6.1.2. Ensure that the structural units of the plant and in the workplace comply with the Federal Law "On the Industrial Safety of Hazardous Production Facilities", resolutions of the Government of the Russian Federation, and instructions of the territorial bodies of Rostechnadzor.
6.1.3. To organize the development and ensure the allocation of funds for the implementation of measures to ensure industrial safety.
6.1.4. Consider the state of industrial safety of hazardous production facilities when discussing the plant’s economic activities.
6.1.5. Provide insurance against the risk of liability for injury in the operation of a hazardous production facility.
6.1.6. Provide unimpeded admission to the plant of representatives of state supervisory authorities to conduct inspections and investigate accidents at hazardous production facilities.
6.1.7. Organize and conduct timely investigation of accidents at hazardous production facilities.
6.1.8. To provide information to the territorial bodies of Rostechnadzor about the organization of production control.
6.2. The deputy chief engineer must provide:
6.2.1. Guidance of work to ensure the industrial safety of hazardous production facilities in the plant's structural units.
6.2.2. Organization of the implementation of regulatory legal acts and regulatory technical documents establishing the rules for conducting work at a hazardous production facility, and monitoring compliance with the requirements set out in them.
6.2.3. Compliance with the established deadlines for prescriptions of the territorial bodies of Rostechnadzor.
6.2.4. Implementation of measures to localize and eliminate the consequences of accidents at a hazardous production facility, assisting government agencies in investigating the causes of accidents.
6.2.5. Technical supervision of good condition and safe operation of technical devices of hazardous production facilities.
6.2.6. Organizing and conducting on time training and certification of workers in the field of industrial safety.
6.3. The HR Director must provide:
6.3.1. The staffing of the staff of the hazardous production facility in accordance with the established requirements.
6.3.2. Admission to work at a hazardous production facility of persons who meet the relevant qualification requirements and who do not have medical contraindications to this work.
6.3.3. Conducting training and certification of workers in the field of industrial safety.
6.4. Financial Director must:
6.4.1. To create a reserve of financial resources and material resources for the localization and liquidation of consequences of accidents in accordance with the legislation of the Russian Federation.
6.4.2. Finance the costs of technical investigation of the causes of the accident at a hazardous production facility.
6.4.3. To finance the costs of expert examination of technical devices that have completed their standard service life and the implementation of measures to ensure industrial safety.
6.5. The chief mechanic of the plant must:
6.5.1. Ensure the good condition of technical devices under its jurisdiction, used at hazardous production facilities.
6.5.2. To ensure timely certification, testing, conducting preventive inspections and repair of technical devices used at hazardous production facilities.
6.6. The chief power engineer is obliged to:
6.6.1. Ensure the good condition of the technical devices at its command, used at hazardous production facilities.
6.2. To ensure the timely conduct of the necessary tests and technical certifications of technical devices used at hazardous production facilities.
6.6.3. Coordinate work aimed at preventing accidents at hazardous production facilities, and ensure readiness for the localization of accidents and liquidation of their consequences.
6.7. The chief technologist must:
6.7.1. To monitor compliance with the production process and technological discipline.
6.8. The chief metrologist must:
6.8.1. To monitor the timely repair and verification of control measuring instruments.
6.9. The head of the workshop (site, laboratory) must:
6.9.1. Ensure compliance with industrial safety requirements in the workshop (on site, in the laboratory).
6.9.2. Monitor compliance with industrial safety requirements established by federal laws and other regulatory legal acts.
6.9.3. Coordinate work aimed at preventing accidents at hazardous production facilities, and ensure readiness for localizing accidents and eliminating their consequences in the workshop (at the site, in the laboratory).
6.9.4. Ensure the maintenance and operation of technical devices in accordance with the requirements of rules and regulations.
6.9.5. Analyze the state of industrial safety in the workshop (on the site, in the laboratory) and the causes of incidents, to take measures for their elimination and prevention.
6.9.6. To develop measures aimed at improving the state of industrial safety and preventing damage to the environment.
6.9.7. Monitor the timely conduct of the necessary tests and technical certifications of technical devices used in the workshop (at the site, in the laboratory).
6.9.8. Monitor compliance with technological discipline.
6.10. Masters and other managers of individual production sites must:
6.10.1. Ensure the organization of work and jobs in accordance with the requirements of industrial safety of hazardous production facilities.
6.10.2. To exercise control over the observance by the working technological discipline and the safe operation of load-lifting cranes and pressure vessels.

VII. CONTROL OUT OF GAS PRODUCTS

7.1. For the implementation of production control over the operation of gas facilities, the following scheme and frequency of inspections are established:
7.1.1. The maintenance personnel of the shops and boiler rooms during the work shift monitors the operation of gas-using installations, the state of the gas equipment, gas pipelines, controls and security automation. All identified deficiencies and irregularities are recorded in the production control log and, if possible, are eliminated by service personnel.
7.1.2. Violations and irregularities detected are reported to the master, the head of the boiler house and the gas service by calling 2-65. The elimination of the revealed violations should be carried out, as a rule, immediately under the direct supervision of the person responsible for the gas industry, the boiler house, or the head of the gas service.
7.1.3. In the event of faults that may cause damage to the health of workers or lead to accidents, work is suspended until the faults are rectified.
7.1.4. The head of the gas service, the heads of the boiler rooms, the foreman and the persons responsible for the gas supply of the shops do not check once a week once a week:
a) good condition of gas pipelines, gas equipment, valves, instrumentation, primarily safety shut-off and relief valves, pressure regulators, pressure gauges, control automation, spring pressure gauges, explosive safety valves, purge plugs;
b) the absence of gas leaks;
c) good ventilation;
d) the presence of normal thrust in the chimneys from gas-consuming units and the provision of traction control with a working good;
e) the presence of instructions approved by the technical director, as well as the presence of gas pipeline schemes and gas equipment;
e) knowledge of the operating personnel operating instructions and their observance;
g) the health of the control gates;
h) the absence of cluttered passages and passages to hydraulic fracturing, the GRU, gas pipelines, gas-consuming units and gas equipment;
i) the presence of a distinctive color of gas pipelines and gas equipment;
j) the presence of warning posters;
k) availability and observance of schedules of duty of gasman, boiler operators, dryers and burners;
m) correct and accurate maintenance of the log (shift) journal (the inadmissibility of records without taking into account the readings of devices for several hours or days in advance, etc.);
m) the presence of plugs on gas pipelines in front of gas units under repair.
7.1.5. In identifying dangerous violations of safety requirements in the gas industry (the presence of gas leaks, the absence of thrust in the chimney, etc.), measures are taken to: immediately disconnect gas pipelines and gas equipment from the existing gas pipeline, which is brought to the attention of the gas producer OJSC Control"; troubleshooting by the gas service,
7.1.6. The survey results are recorded in the production control journal, where the violations are indicated, the terms for their liquidation and the executors (the journal is kept at the workplace).
7.1.7. The production control log must be consecutively numbered, have a start and end date for logging Pulling sheets from the magazine, even if they are damaged, is prohibited.
7.1.8. The log of production control after the end should be kept with the person in charge of the gas supply of the boiler house, the site for one year.
7.2. The head of the workshop carries out a survey of the gas economy of the workshop once a month, paying attention to the issues outlined in paragraph 7.1.4, and additionally to:
a) the presence and compliance with the schedule of PPR gas pipelines, gas equipment and valves;
b) compliance with the requirements of the local gas engineering inspectors of the territorial bodies of Rostechnadzor;
c) storage and testing in accordance with the Rules of personal protective equipment;
d) correctness of keeping shift logs in boiler houses and on gas-consuming units;
e) correctness of keeping production control logs and timely liquidation of violations of safety requirements identified by craftsmen in boiler houses and workshops;
e) the existence of an order appointing a person responsible for the gas industry of the enterprise as a whole, and persons responsible for the gas economy of the shops and boiler houses;
g) availability of protocols on training and certification for knowledge of the regulatory documents of the enterprise responsible for the gas industry and persons responsible for the gas economy of the shops and boiler rooms, as well as protocols of knowledge testing by management and engineering staff;
h) the presence of orders for the admission of staff to work;
i) the presence of orders for persons entitled to issue orders for gas hazardous work;
j) the presence of acts of delimitation of the limits of service of the gas industry by the trust and enterprise
k) availability and staffing of project, executive and acceptance documentation for gas facilities;
m) the correctness of the production control logs.
7.3. Quarterly, the deputy chief engineer (responsible for production control) OAO Podolskogke-emphasis carries out an inspection of the state of the company's gas facilities in the scope of the requirements set out above and reflected in the Rules for Organizing and Implementing Production Control over Compliance with Industrial Safety Requirements at a Hazardous Production Facility.
All comments are recorded in the production control log and measures are taken to eliminate them.

VI H. CONTROL OVER THE OBJECTS OF KOTLONADOZOR AND LIFTING STRUCTURES

8.1. For the implementation of production control over the objects of boiler inspection, the following scheme and frequency of inspections are established:
8.1.1. During the work shift, the maintenance personnel controls the work of the boilers of auxiliary equipment, instrumentation, control and safety automation in accordance with the requirements of the production instructions. All identified deficiencies and irregularities are recorded in the production control log and, if possible, are eliminated by service personnel.
The violations and malfunctions revealed are reported to the master of the boiler house, who immediately takes measures to eliminate them. In the event that violations can damage the health
working or lead to accidents, the equipment is suspended until the elimination of these violations.
8.1.2. The head of the boiler room, shop mechanics, persons responsible for the good condition and safe operation of boilers, vessels, pipelines, check at least once per shift:
a) maintaining a shift journal staff with a list in it;
b) maintenance of boilers in good condition (valves, safety valves, water indicating instruments, instrumentation, control and safety automation, lining and gas ducts;
c) serviceability of auxiliary equipment (accumulator tank, PTA, acid farm, pump house, hot water pipelines);
d) personnel certification;
e) availability of production instructions, schemes, schedules of scheduled preventive repairs (CPD) and watch;
e) compliance with the requirements of Rostechnadzor; The results of the check are recorded in the journal of the 1st stage of control.
Control over the work of boilers at weekends, holidays and at night is carried out according to a schedule approved by the general director of the company.
8.1.3. The shop foreman checks the condition of the boilers, vessels, storage tanks, hot water pipelines in the boiler rooms at least once a month with the results recorded in the 2nd level monitoring log.
In addition to the issues listed in paragraph 8.2.3, the shop manager checks:
a) the established modes of operation of the equipment;
b) timeliness of technical surveys;
c) the implementation of maintenance schedules;
d) the procedure for the admission of engineers and technicians to maintenance and repair of equipment;
e) the correctness of documentation.
8.2. To monitor the crane industry, the following scheme and frequency of inspections are established.
8.2.1. Crane personnel carry out a daily inspection of the technical condition of the crane and record the results in the crane magazine. On examination, special attention is paid to safety devices.
The identified faults are reported to the person responsible for keeping the load-lifting machines in good condition, who immediately takes steps to eliminate them.
Work on faulty cranes is prohibited.
8.2.2. The person responsible for the maintenance of lifting machines in good condition, at least once every 10 days checks:
a) maintaining the crane magazine;
b) the state of lifting machines (cranes) and removable lifting devices and containers;
c) performance by crane operators and repair personnel of schedules and production instructions for servicing lifting machines;
d) availability of production instructions for crane operators and maintenance personnel;
e) the presence of inscriptions on the crane;
e) the presence of certificates from crane operators.
The test results are recorded in the journal of the 1st stage of control.
8.2.3. The foreman once a month checks:
a) the issues mentioned in clause 8.1.3;
b) the storage and maintenance of passports and technical documentation for cranes;
c) certification of engineers and workers;
d) compliance with the instructions of the territorial bodies of Rostechnadzor;
e) compliance with the procedure for the admission of workers to the management of cranes and their maintenance;
e) availability of production instructions:
g) compliance with the procedure for the allocation and direction of jib self-propelled cranes on objects.
The test results are recorded in the journal of the 2nd stage of control.
8.3. For the implementation of production control over the operation of the passenger elevator, the following scheme and frequency of inspections are established.
8.3.1. The lifter is required every shift:
a) check the serviceability of locks and security contacts of the doors of the mine and the cabin;
b) check on the landing pads the cab stop during ascent and descent;
c) check the serviceability of the moving floor, reverse the doors;
d) make sure that the cabin, mine, landing pads, as well as the machine room and the approach to it are sufficiently illuminated;
e) check the operability of the action of the "Stop" button;
e) report any faults to the person responsible for organizing the operation of the elevator. Work on a faulty elevator is prohibited.
8.3.2. The head of the testing laboratory - responsible for the organization of the operation of the elevator must daily:
a) monitor compliance with the procedure for admission to the work of service personnel;
b) monitor compliance with the procedure for operating the elevator in accordance with its purpose and carrying capacity in accordance with the Rules for the Construction and Safe Operation of Elevators;
c) provide maintenance personnel with production instructions, as well as monitor their implementation;
d) to ensure timely and high-quality carrying out of the elevator’s every shift examinations by an elevator;
e) to ensure the fulfillment of the terms of the contract between the specialized elevator maintenance organization and the owner;
e) ensure that the doors of the machine room are always locked, and the approaches to this room are always free and lit;
g) monthly conduct a personal inspection and verification of the correct operation of the elevator assigned to him in the scope of the elevator’s production instructions;
h) the results of the audit should be recorded in the log of the elevator's every shift inspection;
i) to comply with the established deadlines for the instructions of the territorial bodies of Rostechnadzor, specialists of engineering centers and representatives of the specialized organization for maintenance of elevators, with which the contract has been concluded;
j) stop the operation of the elevator in case of detection of malfunctions that may lead to an accident or an accident;
k) immediately inform the management of the enterprise about accidents and accidents that occurred during the operation of the elevator, as well as to ensure the safety of the situation in which the accident or accident occurred.
8.3.3. Quarterly, a commission chaired by the employee responsible for production control, the deputy chief engineer and the commission members, the head of the occupational health and safety department, the senior engineer responsible for the production control, the chief mechanic, the chief power engineer conducts a comprehensive survey of hazardous production facilities.
According to the results of the survey, an act is issued indicating the comments, the deadlines for their implementation and the responsible performers.

I. General provisions

1.3.This Regulation is approved by the Director of MUP "SZHKH" and agreed with the Office of Technological and Environmental Supervision.

II. Production control tasks

2.1. f) monitoring the timely conduct of the necessary tests and technical surveys of technical devices used at hazardous production facilities, repair and verification of control measuring instruments;

g) monitoring compliance with technological discipline.

III. Organization of production control

3.1. Production control at the enterprise is carried out by the technical service appointed by the order of the director.

3.2. The duties and rights of the person responsible for the implementation of production control are determined by these Regulations and the job description.

IV. Duties and rights of the employee responsible for the implementation of production control

4.1. The employee responsible for the implementation of production control must:

a) ensure that workers monitor compliance with hazardous industrial facilities with industrial safety requirements;

b) develop a work plan for the implementation of production control in the units;

c) carry out comprehensive and targeted inspections of the state of industrial safety, identify hazards at workplaces;

d) annually develop a plan of measures to ensure industrial safety based on the results of the inspection of the state of industrial safety and certification of workplaces;

e) to organize the development of action plans for the localization of accidents and incidents and the elimination of their consequences;

e) to organize work on the preparation of the examination of industrial safety of hazardous production facilities;

g) participate in the technical investigation of the causes of accidents, incidents and accidents;

h) analyze the causes of accidents and incidents at hazardous production facilities and store documentation for their records;

i) organize training and certification of workers in the field of industrial safety;

j) to participate in the introduction of new technologies and new equipment;

k) bring to the notice of workers at hazardous production facilities information on changes in industrial safety requirements established by regulatory legal acts, provide employees with the specified documents;

m) make proposals to the head of the organization:

about carrying out activities to ensure industrial safety;

on elimination of violations of industrial safety requirements;

on the suspension of work carried out at a hazardous production facility in violation of industrial safety requirements, creating a threat to the life and health of workers, or work that could lead to an accident or damage to the environment;

on the discharge from work at a hazardous production facility of persons who do not have the appropriate qualifications, who have not undergone timely training and certification for industrial safety;

on bringing to justice those who have violated industrial safety requirements.

m) carry out other activities to ensure the requirements of industrial safety;

4.2. The employee responsible for the implementation of production control has the right to:

a) to provide free access to hazardous production facilities at any time of the day;

b) to get acquainted with the documents necessary for assessing the state of industrial safety;

c) participate in the development and revision of industrial safety declarations;

d) to participate in the activities of the commission for investigating the causes of accidents, incidents and accidents at hazardous production facilities;

e) make proposals to the head of the organization on encouraging employees who participated in the development and implementation of measures to improve industrial safety.

4.3. The employee responsible for the implementation of production control provides control over:

a) compliance with the conditions of licenses for types of activities in the field of industrial safety;

b) the construction or reconstruction of hazardous production facilities, as well as the repair of technical devices used at hazardous production facilities, repair and calibration of control measuring instruments;

c) availability of certificates of compliance with industrial safety requirements for the applied technical devices;

d) compliance with the instructions of the territorial bodies of Rostechnadzor, as well as the relevant federal executive bodies on industrial safety issues.

V. Objects subject to production control

Production control in MUP "SZHKH" is carried out over the observance of safety rules in the operation of the following technical devices:

5.1. Use of equipment operating under pressure of more than 0.07 MPa or at a water heating temperature of more than 115 "C:

steam boilers type DK. BP;

5.2. Permanently installed lifting mechanisms are used:

cranes; autohydroelevator; passenger lift.

5.3. Combustible substances are used - gases that can ignite spontaneously, as well as ignite from the ignition source and burn on their own after it has been removed.

5.4. Hazardous production facilities operated by MUP SJKH are registered in the state register of hazardous production facilities:

The area of ​​heat and water supply, on the territory of which the boiler house is operated with steam and hot water boilers operating on gas fuel, stationary mounted lifting mechanisms or vessels operating under a pressure of more than 0.07 MPa, in the Housing and Communal Services shop of the settlement of BOLSHETARKHOVO.

5.4.3. Production site number 3.

The area of ​​heat and water supply, on the territory of which the boiler house is operated with steam and hot water boilers operating on gas fuel, vessels operating under pressure of more than 0.07 MPa, in the Housing and Public Utilities Shop, der. VAMPUGOL

5.4.4. Production site number 4.

The site of servicing of boiler houses, on the territory of which the boiler house with gas and steam boilers and water boilers, stationary lifting gears or vessels operating under pressure of more than 0.07 MPa, are operated in the Housing and Utilities Workshop in the settlement of VAKHOVSK.

5.4.5. Production site number 5.

6.4.2. Finance the costs of technical investigation of the causes of the accident at a hazardous production facility.

6.4.3. To finance the costs of expert examination of technical devices that have completed their standard service life and the implementation of measures to ensure industrial safety.

6.5. The chief mechanic of the enterprise must:

6.5.1. Ensure the good condition of technical devices under its jurisdiction, used at hazardous production facilities.

6.5.2. To ensure timely certification, testing, conducting preventive inspections and repair of technical devices used at hazardous production facilities.

6.6. The chief power engineer is obliged to:

6.6.1. Ensure the good condition of the technical devices at its command, used at hazardous production facilities.

6.2. To ensure the timely conduct of the necessary tests and technical certifications of technical devices used at hazardous production facilities.

6.6.3. Coordinate work aimed at preventing accidents at hazardous production facilities, and ensure readiness for the localization of accidents and liquidation of their consequences.

6.7.1. To monitor the timely repair and verification of control measuring instruments.

6.8. The head of the shop (site, base) must:

6.8.1. Ensure compliance with industrial safety requirements in the workshop (on site, in the laboratory).

6.8.2. Monitor compliance with industrial safety requirements established by federal laws and other regulatory legal acts.

6.8.3. Coordinate work aimed at preventing accidents at hazardous production facilities, and ensure readiness for localizing accidents and eliminating their consequences in the workshop (at the site, in the laboratory).

6.8.4. Ensure the maintenance and operation of technical devices in accordance with the requirements of rules and regulations.

6.8.5. Analyze the state of industrial safety in the workshop (on the site, in the laboratory) and the causes of incidents, to take measures for their elimination and prevention.

6.8.6. To develop measures aimed at improving the state of industrial safety and preventing damage to the environment.

6.8.7. Monitor the timely conduct of the necessary tests and technical certifications of technical devices used in the workshop (at the site, in the laboratory).

6.8.8. Monitor compliance with technological discipline.

6.9. Masters and other managers of individual production sites must:

6.9.1. Ensure the organization of work and jobs in accordance with the requirements of industrial safety of hazardous production facilities.

6.9.2. To exercise control over the observance by the working technological discipline and the safe operation of load-lifting cranes and pressure vessels.

VII. Control over boiler facilities

7.1. In order to exercise production control over the operation of boiler facilities, the following scheme and frequency of inspections is established:

7.1.1. The staff of the workshops and boiler rooms during the work shift monitors the state of the boilers operating on liquid fuel and electricity, auxiliary equipment, pipelines, furnaces, controls and security automation. All identified deficiencies and irregularities are recorded in the production control log and, if possible, are eliminated by service personnel.

7.1.2. Violations and irregularities detected are reported to the master, the head of the boiler room, by calling 2-65. The elimination of the revealed violations should be carried out, as a rule, immediately under the direct supervision of the person responsible for the good condition and safe operation of the boilers of the workshop, equipment of the boiler house.

7.1.3. In the event of faults that may cause damage to the health of workers or lead to accidents, work is suspended until the faults are rectified.

7.1.4. The heads of the boiler houses, the foreman and those responsible for the good condition and safe operation of the boilers of the workshops check at least once a week:

a) good condition of boilers, boiler equipment, furnaces, pipelines, valves, instrumentation, showing steam pressure behind the superheater to the main gate valve, feedwater temperature after the economizer, flue gas temperature, drum pressure, drum pressure, liquid fuel before the burners for the regulator, etc.

b) the absence of fuel leaks;

d) the presence of normal draft in chimneys from fuel consuming units and the provision of traction control with a serviceable draft gauge;

e) the presence of instructions approved by the chief engineer, as well as the presence of schemes for boilers and boiler equipment;

e) knowledge of the operating personnel operating instructions and their observance;

g) the absence of cluttered passages and passages to the boilers, equipment of boiler rooms;

h) the presence of a distinctive color pipelines and boiler equipment;

i) the presence of warning posters;

j) availability and observance of schedules of duty of operators of boiler rooms, machinists (stokers) of boiler rooms;

l) correct and accurate maintenance of the watch (shift) journal (the inadmissibility of records without taking into account the readings of devices for several hours or days in advance, etc.);

7.1.5. In identifying dangerous violations of safety requirements in the gas industry (the presence of gas leaks, the absence of traction in the chimney, etc.), measures are taken to: immediately disconnect gas pipelines and gas equipment from the existing gas pipeline, which is reported to the MUP in charge of the gas industry SZHKH ", troubleshooting forces of the gas service,

7.1.6. The survey results are recorded in the production control journal, where the violations are indicated, the terms for their liquidation and the executors (the journal is kept at the workplace).

7.1.7. The production control log must be consecutively numbered, have a start and end date for logging Pulling sheets from the magazine, even if they are damaged, is prohibited.

7.1.8. The log of production control after the end should be kept with the person in charge of the gas supply of the boiler house, the site for one year.

7.2. The head of the workshop carries out a survey of the gas economy of the workshop once a month, paying attention to the issues outlined in paragraph 7.1.4, and additionally to:

a) the presence and compliance with the schedule of PPR gas pipelines, gas equipment and valves;

b) compliance with the requirements of the local gas engineering inspectors of the territorial bodies of Rostechnadzor;

c) storage and testing in accordance with the Rules of personal protective equipment;

d) correctness of keeping shift logs in boiler houses and on gas-consuming units;

e) correctness of keeping production control logs and timely liquidation of violations of safety requirements identified by craftsmen in boiler houses and workshops;

e) the existence of an order appointing a person responsible for the gas industry of the enterprise as a whole, and persons responsible for the gas economy of the shops and boiler houses;

g) availability of protocols on training and certification for knowledge of the regulatory documents of the enterprise responsible for the gas industry and persons responsible for the gas economy of the shops and boiler rooms, as well as protocols of knowledge testing by management and engineering staff;

h) the presence of orders for the admission of staff to work;

i) the presence of orders for persons entitled to issue orders for gas hazardous work;

j) the presence of acts of delimitation of the limits of service of the gas industry by the trust and enterprise

k) availability and staffing of project, executive and acceptance documentation for gas facilities;

m) the correctness of the production control logs.

7.3. Quarterly, the chief engineer (responsible for production control) at MUP SJKH inspects the state of the company's gas facilities in the amount of the requirements set out above and reflected in the Rules for organizing and implementing production control over compliance with industrial safety requirements at a hazardous production facility.

All comments are recorded in the production control log and measures are taken to eliminate them.

Viii. Monitoring of boiler objects and lifting facilities

8.1. For the implementation of production control over the objects of boiler inspection, the following scheme and frequency of inspections are established:

8.1.1. During the work shift, the maintenance personnel controls the work of the boilers of auxiliary equipment, instrumentation, control and safety automation in accordance with the requirements of the production instructions. All identified deficiencies and irregularities are recorded in the production control log and, if possible, are eliminated by service personnel.

The violations and malfunctions revealed are reported to the master of the boiler house, who immediately takes measures to eliminate them. In the event that violations can damage the health of workers or lead to accidents, the equipment is suspended until the violations are eliminated.

8.1.2. The head of the boiler room, shop mechanics, persons responsible for the good condition and safe operation of boilers, vessels, pipelines, check at least once per shift:

a) maintaining a shift journal staff with a list in it;

c) serviceability of auxiliary equipment (accumulator tank, PTA, acid farm, pump house, hot water pipelines);

d) personnel certification;

e) availability of production instructions, schemes, schedules of scheduled preventive repairs (CPD) and watch;

e) compliance with the requirements of Rostechnadzor; The results of the check are recorded in the journal of the 1st stage of control.

Control over the work of boilers at weekends, holidays and at night is carried out according to a schedule approved by the general director of the company.

8.1.3. The shop foreman checks the condition of the boilers, vessels, storage tanks, hot water pipelines in the boiler rooms at least once a month with the results recorded in the 2nd level monitoring log.

In addition to the issues listed in paragraph 8.2.3, the shop manager checks:

a) the established modes of operation of the equipment;

b) timeliness of technical surveys;

c) the implementation of maintenance schedules;

d) the procedure for the admission of engineers and technicians to maintenance and repair of equipment;

e) the correctness of documentation.

8.2. To monitor the crane industry, the following scheme and frequency of inspections are established.

8.2.1. Crane personnel carry out a daily inspection of the technical condition of the crane and record the results in the crane magazine. On examination, special attention is paid to safety devices.

The identified faults are reported to the person responsible for keeping the load-lifting machines in good condition, who immediately takes steps to eliminate them.

Work on faulty cranes is prohibited.

8.2.2. The person responsible for the maintenance of lifting machines in good condition, at least once every 10 days checks:

a) maintaining the crane magazine;

b) the state of lifting machines (cranes) and removable lifting devices and containers;

c) performance by crane operators and repair personnel of schedules and production instructions for servicing lifting machines;

d) availability of production instructions for crane operators and maintenance personnel;

e) the presence of inscriptions on the crane;

e) the presence of certificates from crane operators.

The test results are recorded in the journal of the 1st stage of control.

8.2.3. The foreman once a month checks:

a) the issues mentioned in clause 8.1.3;

b) the storage and maintenance of passports and technical documentation for cranes;

c) certification of engineers and workers;

d) compliance with the instructions of the territorial bodies of Rostechnadzor;

e) compliance with the procedure for the admission of workers to the management of cranes and their maintenance;

e) availability of production instructions:

g) compliance with the procedure for the allocation and direction of jib self-propelled cranes on objects.

The test results are recorded in the journal of the 2nd stage of control.

8.3. For the implementation of production control over the operation of the passenger elevator, the following scheme and frequency of inspections are established.

8.3.1. The lifter is required every shift:

a) check the serviceability of locks and security contacts of the doors of the mine and the cabin;

b) check on the landing pads the cab stop during ascent and descent;

c) check the serviceability of the moving floor, reverse the doors;

d) make sure that the cabin, mine, landing pads, as well as the machine room and the approach to it are sufficiently illuminated;

e) check the operability of the action of the “Stop” button;

e) report any faults to the person responsible for organizing the operation of the elevator. Work on a faulty elevator is prohibited.

8.3.2. The head of the testing laboratory (or someone else?) - responsible for organizing the operation of the elevator must:

a) monitor compliance with the procedure for admission to the work of service personnel;

b) monitor compliance with the procedure for operating the elevator in accordance with its purpose and carrying capacity in accordance with the Rules for the Construction and Safe Operation of Elevators;

c) provide maintenance personnel with production instructions, as well as monitor their implementation;

d) to ensure timely and high-quality carrying out of the elevator’s every shift examinations by an elevator;

e) to ensure the fulfillment of the terms of the contract between the specialized elevator maintenance organization and the owner;

e) ensure that the doors of the machine room are always locked, and the approaches to this room are always free and lit;

g) monthly conduct a personal inspection and verification of the correct operation of the elevator assigned to him in the scope of the elevator’s production instructions;

h) the results of the audit should be recorded in the log of the elevator's every shift inspection;

i) to comply with the established deadlines for the instructions of the territorial bodies of Rostechnadzor, specialists of engineering centers and representatives of the specialized organization for maintenance of elevators, with which the contract has been concluded;

j) stop the operation of the elevator in case of detection of malfunctions that may lead to an accident or an accident;

k) immediately inform the management of the enterprise about accidents and accidents that occurred during the operation of the elevator, as well as to ensure the safety of the situation in which the accident or accident occurred.

8.3.3. Quarterly, a commission chaired by the employee responsible for production control, the deputy chief engineer and the commission members, the head of the occupational health and safety department, the senior engineer responsible for the production control, the chief mechanic, the chief power engineer conducts a comprehensive survey of hazardous production facilities.

According to the results of the survey, an act is issued indicating the comments, the deadlines for their implementation and the responsible performers.

Ix. Conclusion

Each company manager and specialists of all levels of control must necessarily be:

Education: higher or secondary technical in accordance with the profile of the work performed;

Experience: three years;

Production control is carried out through inspections: operational, targeted, integrated. The third level is complex checks, which in fact represent a fairly extensive work. Production control is carried out by a commission headed by the general director of the enterprise and evaluates:

  • technical condition of the HIF;
  • organization of safe operation of HIF;
  • the actual implementation of a set of measures to ensure favorable working conditions;
  • pC efficiency.

After the commission has completed production control on the BOP, it provides the management of the company with the results and recommendations. All this looks like a report that contains:

  • conclusions on the degree of efficiency of the production activity of the organization, its structural divisions;
  • identified examples of low efficiency of the enterprise or its structural divisions, indicating the actual violations of the PB;
  • the reasons that led to a decrease in the efficiency of the organization, as well as its structural divisions;
  • proposals to minimize and eliminate the violations found;
  • assessment of the quality and timeliness of the implementation of a set of measures recommended by the production control commission during previous inspections, as well as their effectiveness.

The production control service registers the inspection reports and brings their results to the attention of the director and the personnel responsible for the inspection object.
